I am taking the opportunity to send out a message to all of our Pastors and Ministers. The Lord has recently dealt with me in the area of evangelism and revival. I work a secular job and as many of you know, it is sometimes a burden to balance that with ministry and family. As I was praying God spoke to me very strong that I should approach my employer about getting a permanent schedule that would free up my time for evangelism. I have learned that listening to the voice of God is very important, regardless of doubts and opinions. I approached my employer and told him exactly what I needed and he didn't blink an eye, but said I respect that and granted the request and for that I give God the glory. As of 3/24/12 my new schedule will go into effect. I will only be working Mondays, Tuesdays, Thursday and Friday. God is ready for revival to spread through our district unlike we have ever witnessed before and I want to be right in the middle of it. I am reaching out to Pastors so that you know my availability and if you would feel to have me come and minister, I am available to do the perfect will of God. Just a note to let you know that Brother Pitsenbarger and I met in Morgantown at Riverside Apostolic Church and completed the transition of all records, notes, files, checks and anything we could think of. It was received in good order. The attached photo verifies our exchange today. Sister Hudson and I left Columbus early this morning from Youth Congress to meet with Brother and Sister Pitsenbarger.
There will be a forthcoming letter from Brother Pitsenbarger with new cards and envelopes to send your dues to his Charleston address. Please address all financial correspondence to Brother Pitsenbarger. He is 'eager' to receive your dues. We are pleased with your patience in this transition process. With the conclusion of the youth camp all checks and receipts have been posted. Preliminary results reveal that there was a profit from the youth camp. A final accounting of all figures and charges are underway and we will give you a more accurate update as it is available.
Please be patient with Brother Pitsenbarger as he gets his feet on the ground and gets acclimated to his new responsibilities. There is a lot to remember. He is excited to serve you and I believe he will do a very good job.

W-O-W!!! Hot, Hot, Hot...... It surely has been summertime in WV. I know you are like most everyone else, trying to stay cool and keep up! I wanted to update you on several subjects as follows:
Those in attendance can attest to the fact that this year's Youth Camp was an impacting time of power and impartation to the youth of WV. Brother Staten did a wonderful job of addressing the needs of not only the youth but also all of us present. The grounds were very nice and accommodating. I do not recall a time when on the fun side of things our youth were more involved in activities of the popular zip-line, fishing, paddleboats, softball, basketball, archery shooting, and board games. I can say they were quite involved. Special thanks are to be given to Brother Fazzalore and the entire staff (dorm personnel, cooks, workers).
The Men’s Conference is two weeks away on August 18-20. Bill Davis from Macon, GA is an outstanding evangelist who will minister mightily in this conference along with our own Daniel Garlitz and others. Brother Davis recently survived a major heart attack and stroke so his words will carry extra meaning as he ministers. Host pastor Anthony Moss is looking forward to hosting us and they will do an excellent job I am confident. I just reserved five rooms for our Riverside Group. Take advantage of this opportunity.

I would like for our churches of WV to act as a prayer covering for each of these missions trips that will be taking place as follows:
- Robert Gordon – “On August 22 I fly to Africa. I will meet Bro Simoneaux in South Africa and from there we will fly to Blantyre, Malawi. Once on the ground in Malawi, we will travel by automobile several hours to Mozambique. I will be preaching the General Conference services on August 26-28. We will then return to Malawi and meet the rest of the A-Team for the crusade in Blantyre.”
- A-TEAM Members Daniel Garlitz, Greg Hurley, David Bounds, Robert Gordon, Roger Zimmerman, Charles Wright, Steve Anderson, Missionary Charles Robinette, and Brother Samuel from Brother Robinette’s church in Vienna, Austria.
The A-TEAM arrives in Malawi on August 31 and the Crusade dates are September 2-3-4. They are believing God for 1,000 to receive the Holy Ghost during this Crusade Outreach. Let’s cover them in prayer and believe God with them.

ORDER OF THE FAITH
I am happy to report to you that our own Sister Ilda Wolford has been selected with the honor of being inducted into the respectable ‘Order Of The Faith’ Hall of Fame of Outstanding Pentecostal Ministers of the UPCI. The Order of the Faith, established in 2002, is the United Pentecostal Church International's prestigious award honoring outstanding achievement and exemplary service to the UPCI. Members are decided upon by the Executive Committee.
The Order of the Faith new members are inducted at the annual general conference of the UPCI, held during the fall of each year. Sister Wolford will be so honored on October 10th in Louisville, Kentucky. Due to her poor health and her inability to attend, the WV District Superintendent, Past Superintendent Garlitz, Presbyter Zimmerman and current pastor at Job, Brother Chaney, and our wives will represent Sister Wolford and WV at this induction ceremony. One other West Virginian has been so honored and that was Brother William Cole in 2004. C-O-N-G-R-A-T-U-L-A-T-I-O-N-S to Sister Wolford. You make all West Virginian’s glad for you.
TOWN HALL MEETINGS
Last fall I felt impressed to conduct Town Hall meetings in each section if I ever served as leader in WV and made the following notes accordingly.

- Schedule meetings in August
- Invite all ministers for a Saturday morning forum/do a split session to include wives led by Sister Hudson
- Send a questionnaire out ahead of time that includes the following:
- What programs would you like to see added/deleted from the present district structure?
- What suggestions would you make that the district might better serve you as a minister/pastor/church?
- What suggestions would you have that the district might better serve our youth/children and our PK’s?
With the above in mind I presented this to the district board in our July 21 board meeting and the district board overwhelmingly approved the following dates and locations.
- Section One – August 13 at Riverside from 10:00 a.m. to 12:00 noon
- Section Two – August 27 at Keyser from 9:30 a.m. to 11:30 a.m.
- Section Three – September 10 at Pennsboro from 10:00 a.m. to 12:00 noon
- Section Four – September 9 at Huntington New Beginning from 7:30 - 9:30 p.m.
- Section Five – October 1 at Glen Ferris from 10:00 a.m. to 12:00 noon
Sister Hudson and I will be at each of these. We are not coming for a meal but to listen as you talk to us and give us input on what you want for WV District. We will share a cup of coffee/tea and a Danish etc. as you share with us what is on your mind for WV. Please come prepared to answer the following questions outlined above and any other you wish to share. Sister Hudson will be with the ladies while I am with the men during this time and we will come together at the conclusion.
FINANCE & BUDGET POLICY & DISTRICT CONSTITUTION COMMITTEE
I have appointed a committee to update the policy language and bring up to date any additional changes that need clarified in our policies and WV District Constitution. Committee members include: Rev. Russell Riley, Chairman, Rev. Norman Mills, Rev. Daniel Garlitz, Rev. David Greever and Consultant Rev. Robert Keenan. If you have any input in any of these areas please contact one of these men to give input.
GENERAL CONFERENCE WEST VIRGINIA BOOTH
The WV District will have a cutting edge display promoting WV at the General Conference in Louisville. You will want to stop by. It will be something you will be honored to identify with.

1. DISTRICT SECRETARY TRANSFER
District dues can continue to be sent to our Morgantown office until July 31. After this time send you will send all dues and monies to:

Brother Pitsenbarger picked up 90% of the district records this past Friday here in Morgantown. The transition continues and will be 100% complete by early August. We have attempted to effect a smooth transition and help our Sunday School and Youth Departments operate their camps efficiently without confusion or interruption delaying the transfer until after this time. The district board some years ago put in effect this policy among the Sunday School and Youth Departments to help in changes of leadership. Of course this affects the District since we are still on a centralized bookkeeping system.
2. PURPOSE INSTITUTE
This past Friday, July 8, the District Board met in Morgantown with officials representing the Purpose Institute, Rev. Oval Eller from Canton, OH and Rev. Brian Michael from Midland Michigan. We met from 9:00 – 3:00 and the instruction was most beneficial. Others attending included Everett Davenport, our district co-coordinator of Purpose Institute, Instructors Rev. Robert Fazzalore, Rev. Stephen Kuntzman and Rev. Greg Hurley, and local staff members for the Morgantown Campus. Upon District Board approval in our next meeting, July 21, we will announce the dates of the beginning of the fall semester. There will be an official letter with all the information relating to this pioneer endeavor here in WV.
3. SALE OF THE PT. PLEASANT CAMPGROUND
There is not anything new to report on the sale of the campground. The original closing of the September date is still on schedule. Since the July closing date that the district had set and was agreed to by all parties was not met there is an additional $10,000 that will be added to the sale as per the contract.
4. DISTRICT BOARD MEETING
The District Board will be meeting July 21-22 in Clarksburg with all district departments regarding their 2012 plans and budgets. As soon as this meeting is complete we will advise you of all plans for the coming year.
5. SENIOR YOUTH CAMP MEETING
July 25-28 are the dates of the Senior Youth Camp Meeting as you are aware. The Campground at Rippling Waters proved to be a very accommodating facility for the Sunday School Camp and I believe will likewise prove to be a good venue for the Senior Youth Camp.
6. REMINDER OF NORTH AMERICAN YOUTH CONGRESS
The dates of this meeting are August 3-4-5 in Columbus, OH. This is a very close location for we West Virginians to take advantage of and I hope your youth will be able to take advantage of the quality of such a large meeting of this type so close to home.
7. WV DISTRICT MEN’S MINISTRY CONFERENCE
You have received a very nice poster with information of this meeting that will be held in Charleston August 18-19-20. Host pastor Anthony Moss and the North Charleston Apostolic Church look forward to hosting the men of the district. Rev. Bill Davis will bless and inspire your men to a higher level of commitment.
8. MEN’S MINISTRY FATHER’S DAY OFFERING
We are asking for merely a $1 per man per church offering this year to assist Rev. Larry Wallbrown and his efforts with the WV District Men’s Ministry. A self-addressed envelope for this was sent in our last letter. If you have mislaid it send your offering immediately to:

9. UPCI POLICY FOR MINISTERS NOT ACTIVELY ENGAGED IN MINISTRY
Please note the policy in the Manual of the United Pentecostal Church International under Article 7, Section 7, Paragraph 27. It states the following, “All ministers not actively engaged in pastoring, evangelizing, or teaching shall be required to have a regular place of worship, pastored by a United Pentecostal Church International minister, work in perfect harmony with their pastor, pay their tithes into the assembly, and make an effort to become actively engaged in the ministry, or forfeit their license or credentials. A District Board may grant an exception to this provision to a minister who is licensed in said district.”
This is being sent to all ministers to remind us of our obligations. If a minister in our WV District desires to attend a non-UPC church then they must request an exception to the district board. The district board will rule on each and afterwards the minster should respond accordingly to the direction. Any minister failing to do so or follow the guidelines outlined in the above obligations is subject to being dropped from the UPCI.
10. MINISTERS INFORMATION SHEET
Thank you to the 61 ministers who have already responded with the information sheet requested. To date that is 45% of WV Districts 137 ministers. Those of you who have not done so: if you can’t remember your wedding anniversary date, ask your wife! I am looking for your information. The IRS will not call and no one will be at your door begging for money. We just want to be prepared to better serve our district. Thank you!
