William D. Carter was born in Charleston, West Virginia on August 14, 1953. He graduated from Charleston High School and continued his education in Environmental Management. He holds the highest license available in the State of West Virginia in that field. He has served as General Manager of Union Public Service District for 33 years.
Pastor Carter is a fourth generation Oneness Pentecostal. He was baptized in Jesus name at the age of eight and received the Holy Ghost at age thirteen in Charleston, West Virginia. He received his ministerial license in 1979 with the United Pentecostal Church International, and was ordained in Morgantown, West Virginia in 1983. Pastor Carter began his first pastorate in Clendenin, West Virginia in 1985. He became pastor of the Hometown Apostolic Church, in Hometown, West Virginia in 1988 and is still serving there as pastor today. Pastor Carter was elected presbyter of section four of the West Virginia District UPCI on April 8, 2005.
Pastor Carter and his wife Dixie were married by Rev. Daniel Coleman in Tornado, West Virginia on May 31, 1974. They have two children, Jonathan and Angela. Angela is the wife of Rev. Joel Sites.
