Ministers Not Yet Licensed: "How do I get license with the UPCI?"
The process to be licensed with the WV/western MD District UPCI involves these steps:

  1. Speak to your pastor, seek their approval and blessing.
  2. Contact your sectional presbyter. (Click here for their contact info.) Your presbyter will provide you with an application for license. Also request from your presbyter the Study Sheet for Ministerial Test Questions.
  3. Once you've completed your application and it's signed by your pastor, submit the application to your presbyter and request a meeting with your presbyter. (That meeting is required before you request an appointment to meet the District Board).
  4. Download the latest updated list of UPCI License Reading Requirements, and begin obtaining and reading the books on the list for your desired level of licensure.
  5. Complete preparatory ministry training. The following options are available:
    1. Enroll & complete an appropriate license course at MinistryCentral.com (online video training). For example, the Local License course track is available for $64.
    2. Enroll & graduate from a local campus of Purpose Institute or another UPCI-endorsed Bible college.
  6. When you're ready to meet the District Board (once you've completed the required reading and completed preparatory training) contact the district secretary-treasurer to schedule an appointment to meet the District Board.
  7. Show up for your appointment to meet the District Board. Dress appropriately, and be punctual! (Show up early enough to complete your written test beforehand.)

IRS Form 990? – No, your church is NOT required to file it!

Sometimes an accountant — or even an IRS employee — will misinform a church employee or church member, falsely claiming that the church supposedly must file a troublesome document called IRS Form 990.

Such accountants are simply mistaken. Put simply, they are wrong. (We once even had an IRS employee tell us wrongly about this matter.)

How can we say so with such authority? Because official IRS statements back us up on the matter.

According to IRS documentation (here: https://www.irs.gov/pub/irs-pdf/i990.pdf) churches don't ever need to file Form 990.

The question of whether to file can seem confusing, because at first the document sounds like the answer is based solely on how much revenue a non-profit entity gets in a year, and its overall holdings in a year, but those criteria don't even apply whenever the entity is listed among those that are completely exempted from filing Form 990.

To verify what we're saying here — to confirm that your church does not need to file Form 990, just click the above link to access the IRS documentation in PDF format. Then scroll to page 3, and look at Section B, which is quite unambiguously titled “B. Organizations Not Required To File Form 990 or 990-EZ.” There you will see that a church or church-related or religious type group does not have to file form 990.

Being that is the case, why is there all the earlier wording, explaining that a non-profit organization is exempted from filing only if certain conditions are met? It's simple: that other wording applies to non-profit entities other than the exempted ones, such as a Food Pantry that has its own EIN (tax number).

Why would a Food Pantry operated under a church need or want its own EIN? Because of external donors potentially having their own privately-established rule that they won't donate to an entity or ministry unless it has its own EIN, separate from a host church's EIN—which is the case for our Food Pantry ministry. Each year, a private individual makes a sizable donation to our Food Pantry ministry, and their employer matches their charitable giving. However, that employer has its own policy in place requiring the ministry receiving the matching funds to have its own EIN and be listed in a federally maintained list of non-profits.

Our Food Pantry ministry (which has its own EIN) does not have to file Form 990 because it has less than $200,000 received in a year, and is not ever worth more than $500,000 at the end of the tax year. Instead of filing the tedious Form 990, our Food Pantry files a very short, very easy "e-postcard" version, which allows the ministry entity to keep its own EIN, even though it does not file the full Form 990.

Recently, one of our churches in Section 1 that operated a TNT fireworks tent as a fundraiser last year, was misinformed by their accountant, who said that because their overall revenue (note: not proceeds after paying for fireworks product, but all incoming revenue) put them over an arbitrary line, they supposedly had to file Form 990. The accountant is wrong. Because the entity in focus is a church, it does not matter how much revenue is received in a year's time, the church still is not required by the IRS to file a Form 990.

The Minister's Conference for Section 4 of WV WMD District UPCI will convene at the Tornado Apostolic Church, Tornado, WV, Pastor Wilson Hudson.


Note this date is new, Friday March 31, 2017.

Sectional reports and testimonies from each Elected Department Representative will be given.

We will elect: Sectional Presbyter and Secretary and Sectional Representatives for N.A. Missions, Youth, Global Missions, Ladies, And Sunday School.

The business meeting will begin at 7:30pm with a meal following in the Church Fellowship Room.

Meal provided for by WV WMD Ladies Ministry and prepared by the Tornado Church Women.

UPCI: Brief Statement on Same-Sex Marriage

We unconditionally love all people, recognize universal equality under the law, and support civil rights for all people; however, we believe that God's plan is for human sexuality to be expressed in a marriage between one man and one woman (Genesis 2:24; Matthew 19:3–6). Accordingly, we do not condone any sexual acts between persons outside such marriages, but consider them to be contrary to God's will and the teaching of Scripture (Leviticus 18:22; Romans 1:26–27; I Corinthians 6:9–10).

CFC Video Download Links / ‘Christmas Cards For Christ’ Info

Dear Pastors / Elders of WV & western MD:

Below is an image of a CFC mailer that was sent out. Please take note of the dates and info, and we hope you will help us to have successful events promoting missions giving.

The third video about the preacher's children is particularly touching! All three videos are excellent!

You could show them in your church, perhaps one per service. Along with showing the last video on your most well-attended service of the week, please consider giving out the Christmas Cards For Christ that we will provide for your church. We suggest that you have someone spread them out across the altar, lead in prayer, and then ask your folks to come and choose a card and take it home. This special promotional service could be done anytime between now and Christmas, but it would be helpful to do it earlier, so the folks have a little more time and advance notice to save for their missions giving pledge.

What are Christmas Cards For Christ?
We had these custom printed for the WV District. There are 100 cards in each box. The first card is in an envelope that has $1 on it. The second has $2 on the envelope, and so on, up to $100 on the last card's envelope. Our average church will need 1 box of cards. Larger churches will need more boxes -- just let us know how many. Two small churches could split a box, by one taking the even numbered envelopes, and the other taking the odd.

The concept is simple: Every family can take a card, or each individual. Even children can pledge to give, by perhaps taking a card with a low number on it.  Then, some weeks later, in December (on or around the suggested offering date of Sunday, December 23, 2012), each family or individual giver would bring their Christmas card to the altar, inside its envelope along with their offering check.

We are asking you to not only use this approach (let your folks take home one or more cards), but also to encourage all the pastors in your circle of friends to let their folks take home one or more cards and pledge to give. The cards will help WV to "blow the doors off" of our missions giving, by simply switching more churches to letting the members have the opportunity to give. Great blessing will come on our churches when we increase our missions giving!

Our giving goal this year is $33,333.33, which would set two milestones: It would be a record year, but it would also cause WV to surpass $800,000 in missions giving to CFC since the beginning! My faith is that WV will come alive with a burden for missions giving that will go far, far beyond this humble goal. Thank you for your help!!! We appreciate you! The CFC mailer is below.
